Primary Function
The Co-Director of Benefits position shares the role of managing and leading the Department of Employee Services & Benefits along with their counter-part, the Co-Director of Employee Services. This position oversees duties and responsibilities associated with the management and oversight of all employee benefits. Duties include supervising the Benefits section staff, performing markets studies, developing new benefits recommendation as well as managing and negotiating all benefits contracts such as health, dental, vision, and life insurance, retirement/deferred comp plans, all leave (PTO, AUTO,UTO, FMLA, etc.), tuition programs, and ensuring the Benefits section of the department is well managed, competitive, and current. This position ensures the delivery of high quality services that includes a respectful, caring, and engaged positive experience for our employees; one that also includes speedy responses to questions, concerns, and assistance. The position is also responsible for recommending and managing any legal actions directly involving the benefits side of the department. The position is also responsible for working closely with their counterpart in developing, recommending, and enforcing policies that have a mutual impact on the department. Some of the items with shared responsibilities include B-Swift, legal, Training & Development, and “Temperament Climate Surveys.
Primary Duties
Administration
- Oversee the daily administration and operation of the Benefits section of the department. Supervise and support staff, assist with the preparation of the department budget, ensure department/Benefits section goals and objectives are successfully met, approve insurance reports, work with attorneys on legal matters, conduct investigations as needed. - Establish and administer a comprehensive and consistent salary plan. (E)
- Continually monitor benefits market conditions and develop enhancements and recommendations that will help keep the agency competitive and attract and retain staff. (E)
- Schedule and complete periodic wage and salary reviews and forward recommendation on changes to the President & CEO. (E)
- Ensure all benefits are reviewed annually for performance against original commitment, competitiveness, and items such as employee satisfaction with services, cost containment, and changes to scope of services. (E)
- Develop comprehensive Request for Proposal (RFP) to solicit benefits scope and pricing from both existing and new providers, analyze bids, develop recommendations, and forward to President & CEO for review and approval. Upon approval, negotiate final terms with providers then monitor and manage all provider contracts for the year. (E)
- Oversee administration of all employee benefits, including health, dental, disability, life insurance and workers’ compensation including periodic follow up with providers, acting as the liaison and advocate for employees when necessary. Intervene with provider when disputes arise and assist employees with questions and concerns involving benefits. (E)
- Manage and host annual “Benefits Enrollment Fair”. (NE)
- Administer the Deferred Compensation Programs 403(b) & 457(f)) Plans (enrollments, reconciliation, completing the annual census, manage distributions, and annual account reviews). (NE)
- Ensure that a comprehensive on-going experience is in place to help both new and current employees understand their benefits through a user-friendly information portal as well as open communication and be available as a resource throughout the year. (E)
- Oversee and administers all employee leave programs including Paid Time Off (PTO), Authorized Unpaid Time Off (AUTO), Unpaid Time Off (UTO), FMLA, and Medical/Personal Leave of Absence. (E)
- Keep a well-organized, clean, and efficient workplace. (E)
- Participate on the Executive Management Team, and in committees, conferences, meetings, and training as requested. (NE)
Orientation, Training And Safety
- Develop and implementation of a new employee orientation experience that is welcoming, informative, easy to understand, and accessible after the fact. (Shared) (NE)
- Responsible for staffing and overseeing the agency “Safety Committee” and developing policies and procedures that will help keep employees safe and ensure that accidents are managed to help keep coverage premiums affordable. Includes compliance with OSHA and other local, state, and federal requirements needed to meet contractual requirements, and to ensure a safe work environment. (E)
- Provide human resources professional development training to new and existing supervisors. (Shared) (NE)
Records Management
- Ensure that all documents associated with the Benefits section and staff records including forms and personal information are complete, accurate, secure, neatly kept, and well organized. All record keeping should be transitioned to electronic storage whenever possible. (E)
- Implement a document retention policy and procedure to manage archived records for the agency. (NE)
Employee Relations
- Ensure that the Benefits section is staffed with professional, committed, and caring people that will work hard to deliver results and are willing to work as a team. Foster positive employee morale and initiate employee relations practices that make employees want to stay with the agency. (E)
- Be an employee advocate! (E)
Procedures, manuals, AND compliance
- Develop, document, and implement policies and procedures as an on-going initiative to ensure all work and processes are well documented for historical and reference purposes. (E)
- Ensure all employee and supervisor manuals are constantly reviewed for accuracy and relevancy, update and revised as needed, and easily accessible to employees. (Shared) (NE)
- Ensure Benefits section compliance with all local, state, and federal laws and regulations. (E)
- Ensure department compliance with La Causa grants and contracts. (Shared) (E)
- Oversee EEOC, Affirmative Action, and HIPAA compliance. (Shared) (E)
General
- Maintain an up-to-date knowledge and understanding of Human Resources-related programs such as labor relations, benefits management, technologies, labor law, and best management practices. (E)
- Perform other duties as requested for the overall effective performance of the Department of Employee Services & Benefits and the fulfillment of the agency’s mission. (NE)
Required Qualifications
- Outstanding people skills (empathetic, supportive, assertive, flexible, friendly, approachable, open, honest, fair).
- Bachelor’s degree from an accredited College or University in Human Resources, Employee Relations, or closely related field. Master’s degree highly desirable (Qualifies for premium)
- Three (3) plus years of experience working in an HR management/leadership position as a Director, Associate Director, Manager, or Supervisor.
- Five (5) plus years of experience working as an HR Generalist or in a specialty position such as Recruitment, Benefits, Labor Relations, etc.
- Excellent communication skills to include written, verbal, good listener, and social media skills.
- Demonstrated knowledge of local, state, and federal labor laws.
- Bilingual (Spanish and English) Highly preferred.
- Excellent people skills (empathetic, supportive, assertive, flexible, friendly, approachable). Able to work effectively with others from cultural and economic diverse backgrounds in both a team and individual environment.
- Exceptional critical thinking skills that include ability to analyze and reason to identify pros and cons of alternative solutions.
- Highly developed skills to include detail oriented, neat, extremely organized, and able to manage multiple priorities.
- Excellent technical skills such as computer literacy, social media, knowledge in software associated with the position, and Microsoft Suite. Experience with B-Swift, Paylocity, Nova Time, and other HR software. Highly desirable.
- Transportation, valid Wisconsin driver’s license, state minimum car insurance and must meet agency driver’s requirement.
- Must be able to work flexible hours as needed.
Physical Demands and Working Conditions
Work is generally performed in office environment. Local travel required; some state-wide travel may be needed. Flexible hours required as based on program needs.
